How to Get a Residency Permit in Armenia as a Foreigner (2026 Guide)
Foreigners can obtain a temporary residency permit in Armenia without forming a company. The process takes 10–20 working days. Here is exactly how it works.
Types of Residency Permit in Armenia — Temporary vs Permanent
Armenia issues two main categories of residency permit for foreigners:
- Temporary Residence Permit (ՀՀ ժամանակավոր բնակության կացության վկայական) — issued for 1 year with renewal possible. This is the most common route for individuals relocating for work, business, or lifestyle reasons.
- Permanent Residence Permit (ՀՀ մշտական բնակության կացության վկայական) — issued after 3 consecutive years of lawful residence under a temporary permit. Grants indefinite right to reside in Armenia.
For most foreigners arriving in 2026, the temporary permit is the practical starting point. MOSTAR handles both types.
Who Qualifies for a Residency Permit in Armenia
Armenia issues temporary residency permits to foreigners on several grounds. The most common are:
- Employment — working for an Armenian-registered employer or as a self-employed person under an IE registration
- Business activity — director or shareholder of an Armenian LLC or IE
- Family reunification — spouse, child, or parent of an Armenian citizen or lawful resident
- Study — enrolled in an accredited Armenian educational institution
- Property ownership — ownership of residential real estate in Armenia
- Humanitarian grounds — including ethnic Armenian ancestry
Citizens of Russia, Belarus, Kazakhstan, Kyrgyzstan, and several other countries have simplified or visa-free entry rules with Armenia. Their residency applications may follow a slightly different procedure — MOSTAR will confirm what applies to your nationality.
Can You Get Residency Without Forming a Company?
Yes. This is a common misconception. You do not need to own or direct an Armenian company to apply for a residency permit. The following grounds do not require business registration:
- Employment with an existing Armenian company (local or foreign-owned)
- Marriage to or close family relationship with an Armenian citizen
- Ownership of residential real estate in Armenia
- Ethnic Armenian ancestry (the diaspora pathway)
If you are relocating as an individual without a specific employment contract, the most practical routes are real estate ownership or registering an IE (Individual Entrepreneur) — the IE registration costs $510 through MOSTAR and qualifies you for a business-based residency application immediately.
Required Documents for an Armenia Residency Application
The exact document list depends on the ground for your application. The standard core package includes:
- Valid passport (original + notarised copy)
- Application form (completed in Armenian — MOSTAR prepares this)
- Two passport-size photographs
- Proof of grounds: employment contract, company registration certificate, property title deed, or marriage certificate depending on your route
- Proof of address in Armenia (rental agreement or property documents)
- Medical certificate confirming absence of infectious disease (issued by an Armenian licensed clinic)
- State fee payment confirmation
Documents issued outside Armenia must be apostilled or consularly legalised depending on your country. MOSTAR confirms the exact requirement for your nationality and source country.
Step-by-Step Application Process
- Initial consultation with MOSTAR (Day 1). We confirm your eligibility ground, identify which documents you need, and provide a full checklist tailored to your country of origin.
- Document preparation (Days 1–5). You gather your documents; MOSTAR prepares the application form in Armenian, confirms apostille requirements, and arranges the medical certificate appointment.
- Submission to the Police of the Republic of Armenia (Days 5–7). MOSTAR submits the application on your behalf to the Passport and Visa Department. You do not need to attend in person for most steps.
- Processing (Days 7–25). The standard review period is 10–20 working days. MOSTAR tracks the status and follows up as needed.
- Collection of permit (Day 25–30). The permit card is collected and delivered to you. For remote applicants, we can arrange collection and courier.
Processing Time and Fees
The standard processing time for a temporary residency permit is 10–20 working days from the date of submission. An expedited procedure is available in some circumstances — MOSTAR will advise if applicable.
State fees as of 2026:
- Temporary Residence Permit (1 year): AMD 20,000 (approximately $50) for the standard procedure
- Expedited procedure: AMD 40,000 (approximately $100)
MOSTAR's service fee for residency permit preparation and submission is from $300, covering document preparation, application filing, authority liaison, and status tracking. A full quote is provided before any payment.
Residency and Tax Residency — What's the Difference?
A residency permit and tax residency are legally separate concepts in Armenia. Holding a residency permit does not automatically make you a tax resident of Armenia.
Under Armenian tax law, an individual becomes a tax resident if they are physically present in Armenia for 183 or more days in a calendar year. Once tax resident:
- Your worldwide income becomes subject to Armenian personal income tax at flat rate (currently 20%)
- You are required to file an annual personal income tax declaration
- Double taxation treaty provisions may apply depending on your country of origin — Armenia has signed treaties with Russia, France, Germany, and many others
If you obtain a residency permit but spend fewer than 183 days per year in Armenia, you may not be a tax resident. MOSTAR advises on the tax implications before you submit a residency application so there are no surprises.
